A fierce rainstorm has Santa’s sleigh stuck in the mud of Horseshoe Pond in the Cuyahoga Valley National Park. Christmas the Horse with her gallant beauty and tender heart comes to the rescue. With the help of Elf Sparkle and her magic dust, Santa is able to give Christmas the Horse the gift of flying. This sweeping adventure will warm the hearts of the entire family. It's Christmas Eve and all of Santa's helpers are busy packing the sleigh... all except one unnamed elf who is too young and too clumsy to help. But in a dream come true he is riding with Santa helping deliver the toys and making a sacrifice which earns him his name "Bluetoes."

After receiving no letters by Christmas Eve, Santa calls the elves together and announces that no one believes in the spirit of Christmas anymore and he plans to retire. Toby, the tiny mailroom elf, sets out to find the letters and tumbles through the mailbox into the den of the wicked Mrs. Buzzard (Jo Anne Worley), who has put a spell on the mailbox to ruin Christmas.
